Polarteknik – Train Door Solutions

Polartekniks’ Journey to a Robust Competence Management System

The Challenge

Polarteknik, a leading industry player, faced a significant challenge: their existing Competence Management System (CMS) was no longer fit for purpose. The system was unable to meet the stringent requirements of customer audits, particularly in alignment with the Office of Road & Rail (ORR) guidelines. This inadequacy posed a risk to the company’s reputation and operational efficiency.

The Solution

Partnering with Rail Competence & Compliance (RCC) Recognising the urgency and complexity of the situation, Polarteknik sought a reliable partner to address the CMS shortcomings. Rail Competence & Compliance (RCC) emerged as the ideal solution provider. RCC’s deep expertise in the rail industry, coupled with their commitment to quality and compliance, made them the perfect fit.

Key Benefits of Partnering with RCC:

  • Deep Industry Expertise: RCC’s in-depth knowledge of the rail industry ensured a comprehensive understanding of Polartekniks’ specific needs and challenges.
  • Regulatory Compliance: RCC’s expertise in ORR guidelines guaranteed that the new CMS would be fully compliant, mitigating audit risks.
  • Customised Solutions: RCC tailored the CMS to Polartekniks’ unique requirements, ensuring a seamless integration with existing processes.
  • Efficient Implementation: RCC’s streamlined implementation process minimised disruption to Polartekniks’ operations.
  • Ongoing Support: RCC provided ongoing support and maintenance, ensuring the CMS remained up-to-date and effective. The Implementation Process: A Step-by-Step Approach

1. Initial Assessment and SWOT Analysis:

  • RCC conducted a thorough review of Polartekniks’ existing CMS, identifying strengths, weaknesses, opportunities, and threats.
  • A comprehensive SWOT analysis report was generated, highlighting areas for improvement and suggesting actionable recommendations.

2. Scope Definition and System Design:

  • Based on the SWOT analysis and Polartekniks’ specific needs, RCC defined the scope of the new CMS.
  • A robust and transparent system was designed, incorporating a customised standard aligned with ORR guidelines.
  • The system was meticulously structured to mitigate risks and ensure efficient competence assessment.

3. Implementation and Standardisation:

  • RCC implemented the new CMS, emphasising a standardised approach to competence assessment.
  • Evidence collection and assessor decision-making processes were refined to enhance accuracy and consistency.
  • A rigorous internal Quality Assurance (IQA) process was established to monitor assessor performance and maintain high-quality assessments.

4. Continuous Improvement and Management Oversight:

  • The CMS was designed as a dynamic and evolving system, capable of adapting to changing regulatory requirements and business needs.
  • Regular management interventions ensured the effective functioning of the system and addressed any emerging issues.

The Outcome: A Transformative Impact

By partnering with RCC, Polarteknik successfully overhauled its CMS, achieving the following significant benefits:

  • Enhanced Compliance: The new CMS is fully aligned with ORR guidelines, ensuring regulatory compliance and mitigating audit risks.
  • Improved Efficiency: Streamlined processes and standardised procedures have significantly improved operational efficiency.
  • Strengthened Competence Management: The robust system empowers Polarteknik to effectively manage and develop employee competencies.
  • Enhanced Quality Assurance: The IQA process guarantees the quality and reliability of assessment decisions.
  • Increased Confidence: The successful implementation of the CMS has instilled confidence in Polarteknik’s ability to meet customer requirements and maintain a high level of service. Polarteknik’s journey to a robust CMS exemplifies the power of effective partnership and strategic implementation. By working closely with RCC, the company has not only addressed immediate challenges but also positioned itself for long-term success.

London Nortwestern & Westmidlands Railway –

LNW&WMR’s journey to ORR regulatory compliance for their Competence Management System (CMS)

The Challenge

London North Western & Midlands Railway (LN&WMR) engaged Rail Competence & Compliance in response to a number of interrelated challenges affecting training assurance, apprentice performance, and organisational risk. The training function lacked consistent leadership and clear governance, resulting in variable training quality and limited assurance of competence. Trainers required direction and support to improve course structure, engagement, and standardisation.

Apprentice performance and morale had declined to a critical level, with insufficient oversight of progress, limited visibility of practical experience gained, and delayed identification of competence gaps. The external training provider was not consistently delivering qualifications efficiently or in a manner that respected the apprentices’ learning journey, creating further risk to progression and workforce capability.

In addition, LN&WMR did not have a fully embedded, modern Competence Management System aligned to regulatory expectations, limiting the organisation’s ability to assure competence and manage risk effectively. These combined factors prompted the engagement of Rail Competence & Compliance to stabilise, recover, and strengthen the function.

The Solution

Client Objectives

LN&WMR required a supplier that could:

  • Stabilise and lead the training function through an interim Training Manager role
  • Improve training quality, consistency, and learner engagement
  • Recover underperforming apprentices and improve completion and progression rates
  • Improve performance and accountability of the external training provider (college)
  • Design and implement a compliant, auditable Competence Management System (CMS)
  • Leave a sustainable legacy through permanent capability and leadership succession

Scope of Services Delivered

Interim Training Manager Function
Rail Competence & Compliance assumed full interim responsibility for the training function, providing operational leadership, governance, and strategic direction. The training structure was reviewed, roles clarified, and clear quality expectations set for all trainers.

Trainer Leadership and Course Quality Improvement
Trainers were actively led and supported to improve instructional quality and develop engaging, structured, and relevant course content. Delivery methods were standardised to ensure consistency while encouraging innovation and learner engagement.

Apprentice Recovery and Performance Improvement
At contract commencement, apprentice performance, morale, and progression were assessed as being at a critically low level. A structured recovery programme was implemented, focusing on pastoral support, performance management, and professional standards.

Strong governance was introduced with the training college. Action plans were agreed to address delivery shortfalls, communication failures, and inefficiencies, ensuring qualifications were delivered effectively and apprentices’ learning journeys were respected.

Apprentice Engagement and Asset Ownership
Apprentice feedback was formally gathered and acted upon. A business case was developed and approved to provide each apprentice with a substantial personal toolkit, replacing reliance on shared or borrowed equipment. This intervention significantly improved accountability, professionalism, and pride in workmanship.

Progress Monitoring and Early Intervention
Apprentice logbooks were introduced to capture shop-floor activities, experience gained, and issues encountered. This enabled real-time progress monitoring, early identification of competence gaps, and prompt corrective action.

Succession Planning and Sustainability
A permanent Training Manager was recruited and successfully onboarded, ensuring continuity and resilience. A structured handover was completed, embedding improved practices and governance.

Competence Management System Design and Implementation
Rail Competence & Compliance designed a new, fully integrated Competence Management System aligned with regulatory requirements and industry best practice. The CMS was formally accepted by LN&WMR and is now being rolled out to all assessors and Internal Quality Assurance teams.
